Default 2005' 700 EFI

I wrote about this a month ago and thought I solved the problem, not. My quad is not operating at full power. I checked the plugs and it was firing on both. I finally adjusted the throttle cable to the recommended 1'8" of play (as it had loosened up on me) and I returned to full power. I rode about 20 miles and when I popped out of a small mudhole it went back to the problem. The machine idles at 1180, and seems to run just fine. When I hit the gas it is as if I'm only at 60% power. I don't think it's the clutch slipping because it is just lacking rpm's. Could this be a stretched throttle cable? I cranked down the cable as much as it would go (engaging the cluch) just to see if this was the prob - it acted the same. It tops out at 40 mph and has no nuts. When it hits around 15-20 mph I here a small screech/whine coming from the front of the machine - almost a vibration noise. Any advice would be great as I cannot afford to go to the dealer right now.......Thanks.
