Default Help with 2005 Phoenix ASAP!

I am looking at a 2005 Phoenix 200, but from what I have been told, they can't be modified to adjust the speed. I am able to get a very good deal, but I don't want to be stuck with a bike that I will be dissappointed with. The person that will riding it is at least 130 lbs. and still growing. He has riding experience, and his current bike is a Sportsman 90. I live in PA and there isn't anywhere I can ride without going up hills, so I am concerned about that too with this bike. Please let me know if anyone has any experience or advice on these models.

We have 2 phoenix's [06&07] and power wise they are a good match to the kids that ride them [10&12] but I have trouble keeping them both running at the same time seems like there is always something wrong with one or the other.
