They say camping is allowed anywhere, but , in all the times I've been therr, I've never seen anyone camped along the trails. They also press the issue to stay on the designated trails, so I don't know how the rangers would react to an off trail campsite.
On the spark arrestor issue, I've never seen anyone checked for one, but you better have the two required stickers. They won't think twice about fining you for not having both.
Magnum Mud Man:
I talked to the owner of CampOhio last summer. He told me the trail head from his campgound to the main corridor should be done this summer. I always stay at his place anyway. It is only a very short road ride to the trails. His place is ten times nicer than Williams place. It has flat ground, with plenty of shade trees. The bathrooms are a lot nicer too, in case you bring a lady. Ironically, his last name is Williams too, but they are not related.
He will also deliver firewood to your campsite while you are out riding, for a small fee.

CampOhio(the nicer of the two), is located on Gore/Greeland Road, right off of 595South. There is a sign for Williams Campground about a tenth of a mile past Gore/Greenland Rd. on the left. I don't know the name of the street.
Update: I just found a pack of their matches on my desk.
Williams Campground, 12771 Dawley Rd. Logan, OH

Williams campground is located near Nelsonville, OH and has a trail head that leads from the campground to the main trails. They also sell the riding permits to ride on the trails. It is fairly inexpensive to stay here and they have hot showers. They are also atv friendly (you can motor around in the campground on your atv). The real drawback to the place is it is pretty dumpy, especially the bathrooms. Quadfather has suggested staying at CampOhio and I may try that campground next time I am down there as my wife really hates the bathrooms at Williams. Let me know if you need directions to Williams (or CampOhio) or phone numbers and I will try to find them.

MagnumMudMan, I would appreciate the # and directions from RT33 to get to Camp Ohio, We always have just camped at Wayne but the lack of showers always has my wife complaining, also do they accept reservations? and are there alot of sites? Ive got along drive to make and would be bummed out if it was full when I got there.
Thanks Todd
