What's your idea of cheap? The first thing I would do is trash the stock air filter, and add a Uni-Filter. You'll be suprised at the difference in throttle response.
Next, I would look at HPDs website. Get some prices on some of the different pipes they offer, along with a silencer. They have the complete clutch kits to go along with their pipe setups for $80.

If I were you I would go for the pipe kit...Stage 1 kit like Capt said. It is much more bang for the buck than the V-Force II reed Valves. The reeds are a good accessory to the pipe. I learned from experience. I started with an EPI clutch kit and helix with the V-Force II. It was nothing compared to something similar to the Stage 1 kit.
I personnaly like the Uni filter since I do a lot of sand and mud. Just clean it, oil it and ride!

The cheepest ($35) thing to start with is a good aftermarket filter. When i installed my K&N filter the motor reved slightly quicker and added a couple more MPH on top. thats about as cheep as it gets. I know two different Polaris riders that installed different Reeds and they both thought it was little to no gain. I think thats probably a good choice if you have done onther work on the motor, but not a first purchase. Im going to get a HPD pipe and the cheeper ($80) clutch kit in the near future and from what i here this is a good boost for the buck add on. Wish i could go all out and get the 70 horse motor, run it on alcohol and just a touch of nitrous oxide. Hit the gas and rip the tires right off the rims, HOT DAM LETS GO!!!!! but i'll be lucky if i can aford the pipe and clutch.

Air Filter:
Personally, I run K&N filters on all my quads and also on my vehicle(Geo Tracker). On the 2 stroke quads, it made a definite, noticeable difference in performance. On my Tracker, I gained about 1 mpg which was nice since I drive about 80 miles everyday. A few weeks back, I believe it was 3TV that did a test on airbox mods for the Scrambler500. If I remember right, they found there was little noticeable difference with the aftermarket filter or with the airbox lid removed. Still, I would get either of the aftermarket filters because of ease to cleanup. I have heard the Unifilter does a better job of filtering, but I am happy with my K&N with an outerware. Both work the same way, so either one would be a good choice.
Clutch kit:
I have the HPD "aggressive" clutch kit on both of my 400's. To tell the truth, I was slightly disappointed with the improvement on the Scrambler. I could not feel much difference between stock and HPD's kit. It did engage slightly higher, but I was expecting that to happen. I'd expect that with a pipe, the clutch kit would work much better. On the other hand, the Explorer responded very nicely to the clutch kit. It engaged higher, but really took off quicker. High range wheelies were much easier with the kit installed. On both machines though, I could not tell a lot of difference with backshifting. It seemed like there was still that little lag time before the belt would hook up. I'm guessing the roller setup would eliminate this, but that is an additional $200.
Conclusion:
For cheap mods, I would first go with the airfilter. One guy on this forum(adamneiman) bought just the reed petals from boyessen(??) for about 30 bucks and he said it helped smooth the power delivery and with throttle response. One more thing to consider...If you haven't done a topend rebuild on your 6 year old machine, that could definitely be holding it back. A new Wiseco runs about 90 bucks and a honing job will run about 30. Hope all this rambling on will be of some help to you and others!

thanks for the info. I have done a rebuild and it was a Wiesco piston. So which clutch kit did u get? the $80 one w/o the helix or the $140 one w/ the special helix? Does anyone else have any info on the clutch kits? Is it worth it or not? What about reeds? Is it worth getting a hole new reed cage and if so what kind? What about pipes and silencers? What kind is the most bang for the buck? I cant pull wheelies at all. I dont really try though. Should u be able to punch the throttle and pull it up on cement? How much power is it suppose to have. My scrambler kind of sputters when im at bout half or less throttle. Why is that anyone know? What could it be? Should i have it tuned by a mechanic?
