Could be a number of things, the first thing to do is make sure there is demand drive fluid in the hub, if there is I`d change it alot of times thats all that is required. Next thing I`d do is make sure that the current is making it to the magnetic coil. This only applies if your hubs are the same as the early sportsmans.
Try searching the subject there is tons of great info here and I`m sure to will find the answer to your question. There is also a great write up and pictures on the front hubs explaining how to put them together properly.

Valley,
Pull the front upper body cover off and check/clean corrosion from the wire connectors for both front hubs. While your in there do the same thing for the coolant fan switch.
