Need some help with electric starter issue on a scrambler 90

I recently picked up a scrambler 90 that had sat in storage for several years. Think it's a 2001. I cleaned the carb changed plug and cleaned and drained the tank and put in fresh fuel. I got it started and running with the kick starter. I knew the battery would be dead so I hooked up jumper cables but the electric starter does nothing. I checked at the battery terminals to make sure I was getting 12v . Any ideas before I just order a new starter, and battery? I searched a little and seen where some one else had an issue with a seized fly wheel. Would it still start with the kick start if it had a sized fly wheel?
Also if any one has any info about id of year model from vin please let me know. I want to make sure it is a 2001. There is nothing on the bike that gives a year model.

if the fly wheel was seized then it would not had started. if you checked the battery for a good 13 + volts then the battery is fine. check for connections being loose or corroded. check to see if power is going through the solenoid to make sure that is working as well. if there is power going to the starter when powered on then the starter it self might be seized up.

Several things for a starter not working besides the starter itself. You can jump the starter itself to see if it spins. If it doesn't could be a bad starter or the idle gear could be frozen with dirt/belt dust over time.
