Gotta have spark, fuel,air,compression(55-90 psi on average) Pull the fuel line from the carb and crank the engine over. Should be a steady or pulsing stream if the fuel pump is ok. Plus ecm or regulator/rectifier model? Can make a difference if it's an ecm model as they can screw up everything if they fail. Plus can you pull start it? If you can,spark may be too weak with electric starter. You can check for dirt/mud around the pick up coil and flywheel plus check that the pick up coil is around .020 away from the raised section on the flywheel.Manual call for between .016-.040. Last thing I'd still check all connections and use niogel grease to help keep moisture out.Hope some of this helps you find the problem.
