If you cleaned the radiator, that is removed it and cleaned and refilled, then probably has trapped air pockets in the system.Even if you haven't removed it that can happen. Raise the front end to where the tires are off the ground, leave the radiator cap off and let the fan cycle on and off several times. If it has any trapped air the radiator level will drop. You can also see if the coolant is circulating into the radiator. After awhile running like this you can top off the radiator and over flow bottle. Hopefully the impeller is ok. We hardly ever had thermostat problems, but not saying that one could stick and cause problems.

Fan shouldn't stay on after ignition is off. The thermostat would be the very last thing I'd check. My money's still on trapped air or you may still have dirt in the radiator. Especially behind around the fan area where dirt/mud gets packed in.
