Default No power at one worklight

I'm trying to get my worklights to operate on my 06 sportsman. It came wired from the dealer.
When I flip the switch, only one comes on. Switched the bulbs, and still nothing. Put my voltmeter to the contacts, and there's nothing.
Didn't have time tonight to trace the wires back yet, so I was just wondering, if by chance, anybody else has run into this issue before.
Basically trying to not have to open up all the wire loom if I don't have to.

2nd question would be, would that work light wiring be sufficient enough to hardwire a small light bar into?

Red/white power wire to the work light switch, blue wire power out to the left and right work lights. Could be a ground problem or a problem in the blue splice block. Something that you'll just have to trace down. Shouldn't be a problem hooking up a small light bar.

That's about how far I got with it. I'll look at that splice block.
Thank you, again.
