1997 Polaris 400 , won’t throttle out in drive or neutral/ not charging

1997 Polaris 400 , drains battery trying to start if not jumped off
Runs fine when it is jumped off , but after you kill it you have to jump it off again and drains the battery while trying to start . Could this be the stator or volt regulator ?
