Yeh, power washer is probably your best bet. A heat gun will work also, but may take longer. I would caution If you use a power washer not to get a direct stream into anything vital as It can and will blow seals out. Best thing to do is remove the plastic, then do it. Just my .02

Default getting decals off

I used a regular hair dryer on my decals, and it worked great.

Default getting decals off

just took my decals off, two things needed. 1) a heat gun and 2) trust me 100% on this, for glue residue, carb and choke cleaner, spray a little on a clean soft cloth and rub it. Works great, it even gives the plastic a buffed shine. I myself was blown away when a very trusted friend told me just spray some on. I told him he was nuts and that it would burn or melt the plastic. He says no it wont so after some friendly fire I decide to try some on the underside of the fender, well guess what, I stand corrected it works Awesome!.......................................... .............just a thought. I found using a hair dryer from under the plastic where the decale is located to work very well, basically heating the plastic a little. Then using 3M Adhesive Remover to get the sticky stuff off.
