I am assuming you are talking about some sort of cap to keep mud and debris from packing into the centers of your rims. If so, there are a few options.
Typically, these are used when one is using either beadlock rims or racing rings/welded reinforcing rings/or what ever you want to call em.
James Lucky (JL ATV Products) usually has some options in their catalogs. The catalog I currently have only has the Bead Lock Wheel Caps listed.
As for foam, If the foam is an opencell type, I believe it would absorb water and and become heavy. If the closed cell, then the only problem will be deterioration over time.
