are both of these machines the same except for the cc's

They are very different, besides the fact that they are both yellow or white, made by Suzuki and have a Z. The 400 has more suspension travel, chain drive, and a manual clutch. The 250 has less suspension travel, shaft drive, and an auto-clutch and different plastic.

In my case they are nice bikes. Thats why I purchased both. Z400 for my wife(and me) and the z250 for my daughter which my son will get soon.

The z400 has better suspension, manual clutch, chain drive, two headlights, and different parts and accesories. The z250 has less suspension travel, an auto-clutch, shaft drive, and only one headlight. I like the z250 better. I might get one sometime soon. My dad has a z400, and I have a blast on that, too.

i have a z400 and my buddy is putting together a 250r what one is going to be faster???????
