It's not a law, just a recommendation by the consumer product safety commission. As far as racing, I don't know about that either.

Default The law ?

All AMA sanctioned raing events require that you must be 16 or older to race a Z250

As for other races, it varies. Some follow AMA rules loosely..........and others just don't care.
I ran an arenacross last year and saw a 10 year old racing a 250R.

Check with the event or series that you want to participate in and ask.

As an industry whole, the under 12, under 16 rules that you see posted on an ATV's fenders are just a manufactures recommendation. Some states and some riding areas have chosen to adopt those guidelines as laws or rules for riding in those areas. So the answer is that it can be a law, but it depends on WHERE you are riding not just WHAT you are riding.

Either it was a law or recomendation it does not matter any more as the it expired as of the first of the year. I was at polaris and he kinda chuckled when I was looking at the little 90 and he asked how old my son was and my reply was how old does he have to be, that was when he said it had expired and was not renewed so it does not matter for now, but you know those activist are probaly drawing something as I type this reply. Talk to your dealer ans see what he says. Yes some people have been ticketed but more than likely they failed the additude test and got the ticket for being stupid. AlaskaBoy.
