The KQ's in the US are made there, in Kentuky if i remember right, and should be duty free at the border to bring north. The ones in Canada are made in Japan and shipped over threw B.C. I think id rather a Japan made one personally, no reported reverse gear clips breaking on the ones from there yet. Cant beat those Japaniese when it comes to this stuff!
Can someone look at the plate on the frame and the "Made in" part to confirm this, mine was in fact made in Japan.
The cost gap, is probably for shipping. If someone wanted to save some, could bring it north, warrenty be good only to bring it back down south again, but the odometer can be easly swithed for the metric ppl!

All the '05's are made in Japan. The '06's will be built in Kentucky, USA and the ones exported to Canada will likely be Made in the USA.
