Power valve stuck up

Power valve stuck up
I need some help. I just R & I my cylinder head . to install time serts and the power valve rod is stuck in the up position.
is it bad to ride it like that and any idea what is faulty before i crack the side cover off and go oh crap i can not ride it again.
