Default LT-F250 (Ozark) Oil Change Filter orientation and bolt torque

Need some info guys. Oil filter has a spring loaded end and an open end. Does the spring loaded end goe toward the engine? Also, whats the torque spec on the bolts retaining the oil filter cover? Thanks for the help (I don't have a service manual)
