Default Vinson "choke"question

I have a 2004 auto vinson. My situation is, it almost seems like the choke lever has "switched" on me. When it is down it idles extremely high is very hard to shift, and hard to stop because of the power. When the lever is up, it shifts easy and seems to run like it should when it is "off" or in the down position. Do I need to make some adjustments? Any help appreciated.

Down is choked. Up is normal "warmed-up" riding position.
