Steel does polish, not as good as aluminium though and when you laquer it it won't rust. I did it with my rear sprocket looks okay.

just polish yours...
I found that steel shines mutch more than aluminium.. My axle looks like chrome now.
For rust, I use carnuba wax once in a while (its shines more, and seals the surface).
If its not shiny enough, go deeper.
