Do you have to shorten your chain when going to a 13 tooth sprocket?

I had to tighten the adjustment screw as much as possible and there is still a little to much slack for my liking.

Any tips on shortening a chain?

you should be able to tighen up the slack if its a stock chain unless the chain has been stretched to far
its only a 96 link chain. and to shorten it you have to cut it. and if you do that and now its to short then you waisted a chain
