To adjust the valves you have to remove the seat , front fender , spark plug , valve adjustment caps and timimg inspection plug. The timing plug is on the side above the pull starter , Rotate the crankshaft untill the "T" mark (TDC) on the flywheel aligns with stationary mark(M) on crankcase , and piston is on the compression stroke. To ensure piston is on compression stroke , rotate crankshaft 1/4 turn past TDC while observing intake valves. If valve movement is indicated , rotate crankshaft one full revolution and align timing marks again. There are two intake valves and two exhaust valves. Make certain both set is adjusted equally. Clearance between rocker arm adjusting screw and valve stem should be 0.001 - 0.003 for the intake valves and 0.002 - 0.004 for the exhaust valves . Clearance is adjusted by loosening locknut and turning screw . Be sure to recheck clearance after locknuts are tightened. These are the instructions word for word from my Intertec mainennce manual , i hope this helps ! "Note that the valves should be adjusted when the engine is cold " ! ...............................williebee
