1986 quadrunner 250 4wd broken exhaust bolt..

Dose anyone know of an easy way to remove a broken exhaust flange bolt from an 86 250 quadrunner 4wd ??? was thinking of welding a nut on it ( there is about 5/8" of stub sticking out) but wondering if the welder would screw up electricals on the quad- is the head ( where the bolt goes in ) aluminum , or steel ??? ( also thought about heating the bolt stud with a torch , hoping that bi-metal expansion/ contraction would break her loose) , or just running her to get it hot, after spraying with pb blaster, and grinding flats on the sides of the stub, to allow removal with a crescent wrench, or vise grips. Anyone ever had this problem before ???
any input/ expertise/ solutions are more than welcome ( the boy was " helping " me cut firewood, and was skidding logs when this happened - he " rides like you stole it" - won't be riding my baby for a LONG time !!!)

worst case if anything happends drill it out very carefully and see how much the bolt goes in from the other one and just drill that deep and re tap it as far as keeping stock threads go for whatever you can think of
