1991 LTF4WD 300 quadrunner starting problems

I've been having issue with getting the bike started, changed the plug, did the bottom half of the carb with the kit, check gas line, the bike has issues turning over....any suggestions?

try pull-starting it. do NOT use the decompression lever, just one hard-pulling compression stroke should fire it up
