1992 LT230E Quadrunner Rear Caliper Parking brake

I have a 1992 Lt230E. It has a cable that goes to the rear caliper. At first the cable was frozen, did not think about it much, just ordered new cable. Then after got cable found out that the actuator arm on the rear caliper, that the cable pulled on did not make the pistons in the caliper tighten, therefore there was no parking brake effect.
Does anyone know if this is an adjustment inside that part or is the caliper bad? the rear brake works perfectly with the hydrolic foot pedal, but no action when using the cable that attaches to the inboard side of the caliper.

Hope there is a easy, cheap fix. I do not want to take that part apart and parts go flying so i have not tried to take it apart yet since the foot brake pedal works fine.

I have an 85 so it maybe different. I took mine apart to get rid of the parking brake all together while rebuilding the caliper and I do not recall any parts that might fly apart. It seemed pretty simple. But, you may want to verify that info using a manual or maybe someone else here can help
