Default checking compression

I have 1999 suzuki king quad 300. It has low compression.Squirt some oil in the spark plug hole and in came up to 200. Does this mean it is the rings or could it be a valve adjustments? Thanks Mike

Forgot to mention the rings are new and the valves were NOT adjusted after top end rebuild.

Adjust the valves. Then try to give it a chance to seat the rings, keep an eye on the oil level, don't overfill. If it starts and runs good and doesn't use oil, I wouldn't worry. Also I think they have a compression release device on the cam shaft to help it start easily. It's not like checking compression in a car. But I could be full of $hit... hehe.
