With the counterbalencer drive gear off does the counterbalancer spin freely? If not replace the bearings. There is no reason for that key to break, there is not a whole lot to it.
Is this an 87 - 92 motor? If yes make certain all THREE marks on the gears are lined up on reasembly.

yes with the gear off it spins good... the year is 1992.. you say three marks????? i only know of two marks on the counter gear and the crank gear.. is there another??? if so where is that bitch?? man i can't take it too much longer it's going to 80 out today i need to ride.. please reply..

The third mark is on the spline of the crank. The mark on the crank spline must line up with the mark on the crank gear, which must line up with the mark on the counterbalancer gear. Common mistake, look in the clymer manual it shows the marks clearly.

my brother had the exact same problem with his '90 LT... the thing was a real basket case...
we had to replace the crankshaft too. make sure yours is true.
the what we found wrong on the counter balancer was that the nut that secures the gear & weight was tight, but the gear and weight were both still loose on the shaft! what this caused is every time the motor would make a revolution, the weight would shift on the shaft, eventually with enough force to shear the key. our solution was replacing the whole counter balancer assembly with one out of a bottom end we bought on ebay for parts. we were just going to put a washer on the shaft so the nut would secure the weight & gear, but took the other way.
the cheaper solution: go to a specialty fastener store(not just the hardware store), they have dimensional washers that you can fit to the end of the shaft & not be too big(avoid interferences)... so that the nut pushes against the gear & weight & secures them properly.
