What is roost boost?

The used zilla I bought had a roost boost electrical gadget wired into it and was wondering if anyone out there has ever seen this thing anywhere?

It is supposed to increase the spark but, since I haven't seen them advertised for over 10 years, they apparently weren't worth a ****.
