A steering damper is usually a hydraulic cylinder that attaches to the steering stem and then to the frame taking out the hard hits and keeping the bars from jerking out of your hands. It also reduces rider fatigue. Great investment on any quad regardless of application.
A steering stabilizer is a basically a sway bar. It is used just for TT racing. It reduces the tendency of the quad to lean to one side or to rollover in a turn. You don't want to have this on when going through dips and jumps.
Sometimes you hear the terms interchanged, however, their functions are totally different.
