can anybody tell me if you should be able to turn the front cv axles by hand with the front tires of the ground,machine off and in neutral

 

Yes it should turn in neutral with the wheels off the ground. Sometime you can have one drive shaft "lock in" mechanically and only turn so far forward. Turn it backwards and then forwards and it should unlock. No need to post twice on the same question as someone will see your post!
