Angry 2005 Yamaha Bruin 350 2x4 rear Drum brakes

Hey guys! Im new to this whole thing so im hoping to get some good responds. I have a yamaha Bruin 350 2x4. My rear Drum brakes have been iffy for some time. I have since Discovered my dust deal was completely gone and allowed water, Mud and Sludge inside my rear brake system. I have Cleaned to so much precision the brakes are like new. I have applied new Shoes, Re sealed and re greased everything. The Cables are all working as should no seized cables. I get everything all back together like a glove everything new good to go and the brakes are STILL iffy! like why? My buddy has a honda and his Stop on a Dime. My moms recon 250 stop on a Dime to. What would cause this to not work. The brakes when i squeeze in all the way will stop in about 3 feet from a steady rolling stop. I am so confused to what would cause these drums to not Work properly.
