Hey forum buddies. It's been a while since I've written or even checked the forum. Work has just swamped me the last few months. We are back in the middle of the legislative session. It appears that an informal ORV caucus is forming, mainly with Republicans leading the way. There have been several bills introduced that could benefit all of us. Here is a quick update. If you don't have it on your calendar yet, this years ATV/Motorcycle/ORV Rally at the Capitol is February 3. Here is the link to more information (I apologize if this has been previously posted. HB 2374, introduced by Representatives Pearson, Condotta, Haler, Kristiansen, Kretz, McCune, and Holmquist. The bill would require that if DNR closes any trails or roads, that they must create or open an equal number of miles of trails/roads within that management unit (maybe not that riding areas). This is an attempt to stem the tide of closings that we have seen in recent years.
We have seen closing or attempted closings this last year in the Tahuya State Forest, King’s Forest, Reiter Pitt, the P5000 ORV area in Whatcom County, and the Pilchuck Forest. The Burnt Hill trail system is in the process of being created, but has run into some opposition from environmental groups. Finally, DNR has announced a major policy shift that all of their roads will be closed, unless posted open to ORV use. In the past, roads had been considered open to ORV use unless posted for no riding access.
Representative Bill Hinkle has introduced HB 2678 (along with Reps. Kretz, and Condotta) to require the creation of a “statewide data base of ORV trails, ORV sports parks, and other ORV recreation areas open to the general public.” The creation of such a database would increase the marketability of our state’s recreations activities. Aside from DNR trails, it is difficult to get accurate riding area information for Washington State. DNR does a very good job of making its maps available to the public over the internet, but other areas are not as easily accessed. I have talked with many ORV users who desire more accurate information about legal riding areas.
Rep. Kretz has introduced HB 2617 to authorize local governments to allow ORV use on city or county roads. The potential of this bill, along with last year’s bill, to create the kinds of events like they hold in Idaho or Utah where the entire community is able to be opened to an ATV event.
Finally, SB 6687 and SB 6688, introduced by Senators Karen Fraser (Olympia) and Adam Kline (Seattle) would impose strict new noise ordinances on ORV use. The intent of the bills goes right at ORVs and attacks us.
We need a good showing of support Feb 3 to stop the bad and move the good bills. Hope to see you all there. If you are coming down for the event, PM me and we can try to catch up for lunch afterwards.
