Only if you tell the building department you're doing it. It's not like they have exray vision to look through walls.
Relocating your water heater is fairly easy, now your furnace is a different story, that could be quite costly.
Are these gas appliances? If so, you will need to relocate the gas supplies too.
You could be looking at a fairly large bill for all that.

They are gas, seems like a fairly easy project, of course the way I want to relocate them, Val thinks I'm crazy
