You have to go to the DEP and you can get an out of state reg. They have a website with the local addresses but I'm not sure what it is. Do a search for Mass Dept of Enviromental Police and it should pop up

Hi Frank,
There is a place right off of RT28 on the south side of Brockton near the W.Bridgewater line.
Take Rt28 to Sargents Way to Oak Hill Way. Follow Oak Hill to the end.
There is a good sized sand pit and some tributary woods trails.
