Your secretary of state may say no way but is it illegal according to the letter of Michigan state law? If it's not then check out what your county tag office says.
My state DMV said the same thing but my county tag office issued me a tag because my ATV's power fell within the letter of the law as far as power requirement goes(At least 50cc's, my Vinson's is 500). Also, determine if they(county DMV) are giving out tags to those wimpy scooters that are being ridden around; if those scooters are above 50 cc's they get a tag. That's the case in my county of Dekalb in GA.
I even used my state's DMV website to convince the county people to give me my tag.

To begin with you need to get a VIN authentication form (T-22B) from the tag office and have any police officer fill it out and sign it for you. Have your liability insurance form ready to show them; they'll know it's valid through their computers and finally you'll need a bill of sale showing that you're the owner. This procedure is called a non-title registration, there is no title because the state tries to discourage people from doing exactly what you're attempting to do. The tag fee is $20 dollars and insurance is $75 dollars per year.
With all my paperwork in hand and after being bounced around in the tag office by people who didn't know what they were talking about I went to the section where the county registers commercial and farm vehicles. I took printouts from the state's own DMV site showing the power level requirements, etc. and I convinced them that there was nothing in the law that precluded the registration of the vehicle; they agreed and within five minutes I had my tag.
I have been pulled over twice since I have been driving my ATV like this; in both cases I was released to go on my way because there is no state law that says that I can't ride it on the street. One cop in Avondale Estates kept me waiting for about 20 minutes while he went through his GA Code book and the best complaint that he could come up with was that I was riding on "low pressure" tires, which he and I both knew was BS. I rode by him the other day and he waved at me.
Most of the cops in Dekalb County, Decatur and Avondale either know me or know about me. They used to get in behind me to run my tag but the tag is good, so they leave me alone.
In your case, I don't know if your county tag people will cut you any slack. You're in Fulton County aren't you? If you have a Dekalb address where you can register it, I can help you. If your county tag people give you a hard time I would suggest registering and tagging it in Dekalb County and transferring the registration to your home county. What do you think?
The catch 22 is just because it's legal to do, bureaucrats aren't going to do it if it just doesn't feel right to them.

My wife and I are goint to go on a cross country trip this summer with our toyhauler and two 700 polaris. Is there a place where we can get a list of states that permet our street leagle and regestered quads to be driven on the streets? We have no problem here in Arizona but I hear that some states dont allow them.

I'm in Gwinnett county, do you know anything about registering an ATV for the road for that county?
Btw, I'm curious, I'm guessing you need to do hand signals for turning and probably not for braking since you most likely have a brake light. I always thought that the non diff. rear end would cause issues for it could tear up the streets.
I've heard some people talk about if it's a 3 wheeler that then it's easier for then it falls under motorcycle laws and rules but if it's a 4 wheeler that it will be harder since it's going to need to meet the requirements of a regular motor vehicle. Are you aware of if that is the case from what know?

I bought a turn signal kit and had my mechanic put it on for me. I was not required to put it on since it's legal to operate with the factory lights by themselves, but I put it on "Sua Sponte" for safety and I put on side view mirrors, also.
As far I know rear differentials don't really figure into the equation. The main concern that I have and will soon have to address are the tires that I use. I'm still riding on trail tires and I'll need to get some street tires soon that are made for the road.
When I went down to register it they(county tag people) were really only concerned with the power ratio; it had to be over 50 cc's and they pretty much treated it like a motorcycle registration. They indicated that I didn't need to have an emissions test done, it might have been an oversight on their part but I didn't question them. Do motorcycles have the test done? I don't know.
