Question on Southwest Ohio/NKY and titles/MCO

My question is- does anyone know of a place in southwest ohio/northern kentucky that will let you ride on private lands.
Now here is why I'm asking.
I bought both my ATV's from individuals who could only provide me with Bill of Sale.
In Ohio, as I understand it, since 2005, all APV's (ohio's term) require a title to get a riders registration. Without the rider's registration, you can't get a public use permit to ride your APV on public lands.
The oh so helpful ladies at the local DMV told me "you should have come to us before you bought them" and then instructed me I was SOL unless I could come up with a MCO.
I have a bike that is 22 years old and I strongly suspect they didn't even have titles for them back then.
So it looks like I'm stuck trying to find private land to ride on unless I can figure out a way to get an MCO ( I don't even know what MCO stands for)
