Trouble for a KS trail

One of my favorite trails is in danger of being closed thanks to some who aren't being respectful to the areas outside of the trail. Here's a blurb from local paper describing the reasoning;
The Hutchinson City Council on Tuesday requested a meeting between its city officials and South Hutchinson counterparts on the issue of potentially closing the all-terrain vehicle area on the South Hutchinson side of the river.
Council member Jon Daveline recommended the meeting after the council received a letter from South Hutchinson requesting closure of the ATV area. City Manager John Deardoff said he didn’t think the letter made a compelling enough case to close a fairly popular attraction.
Craig Roepka, a South Hutchinson business owner whose business is near the access point to the ATV area, said riders operating outside the designated area create problems of noise, high-speed traffic and property damage. Police are routinely called to the area over issues, which calms things down only as long as the police are there, he said.
“The minute they leave, it’s chaos,” Roepka said.
Hutchinson owns the levee and the ATV area, but it is accessed from Sixth Avenue in South Hutchinson.
Council member Nancy Soldner said she wasn’t sure closing the area would solve the problem. Riders might take other ways into the area, possibly damaging the levee in the process.
“They’re going to find a way to get down there, one way or another,” she said.
Council member Steve Dechant raised the possibility of temporarily closing the ATV area. Soldner said that could be a way to find out what would happen in the event of a long-term closures.
