Brown's Camp is probably the premier place to trail ride in the state of Oregon. I've ridden there probably a dozen times in the last 3 years and I still find new trails. There are very easy trails to very technical trails. I've ridden the Bend area trail systems also. Jones camp in Washington, and Jones camp in Oregon and BLM land down by Roseburg, OR. Nothing has compared to Brown's camp. You definately need to try it.
For those duners, Florence, Coos Bay, Winchester Bay, and Sand Lake are great places to ride.

I am from Nevada and my freind convinced me to go to Oregon on vaction to ride. Our experience was that Oregon is screwed up when it comes to ATV's. It was down by Diamond lake and the locals couldn't tell us whether we were legal or not on certain gravel roads. We did them, but was kind of always looking over our shoulder. Is there legal places to ride that are not ORV parks?

There are plenty of legal places to ride that aren't ORV parks. Most any forest service road/logging road is fair game. There are quite a few good trails up in the hills outside of Molalla. Brown's Camp is a park, but it's very big. I've got a map of riding areas in Oregon, and there are some in Central Oregon that are up to 35,000 acres in size. So....yes there are plenty of areas. Just because your buddy had you go to Diamond Lake, doesn't mean that all of Oregon is like that. Diamond lake is actually one of the best Snowmobile areas in the state, but that just leaves you with a bunch of gravel roads. If you only ride your quad on gravel roads, I hate to say it, but you wasted your money. Get off the beaten path and do some exploring. Get informed about local areas before making broad generalizations about them.
Now....back to the "Original Question"... there is also another 4x4 trail system between Brown's Camp and Sand Lake. I can't think of the name of it right now, but it's approximately 15 miles past Brown's Camp on the left side of the road. It's got some rough wide trails. The dirt is mainly a mix of silt and red clay like at Browns Camp.
I have also heard of a new place to ride up around St. Helens, and am eager to try it out. It's called Jones Beach (I think). It's pretty sandy with some jumps and hillclimbs.
