My brother has 2000.00 to spend on his motor. What should he get. He already has a +8 swingarm, new power reeds, boost bottle, and T-5 exhuast. Hes wanting to drag race what should he do. Talking to him he would like to get a new cool head, bigger bore and a welded crank. He doesnt want to stroke it but he wants to use all the money.

Lots of options, I would say porting, cool head, that would be about 700 probably.
Or he could do a cheetah setup, the 400 kit is right about $2000. It is a powervalved kit, they make some good power.
Then he could look at suspension and stuff also.
He could do a 4mm stroker with porting and it would only cost him about $1200 and that is with the coolhead, might be slightly more if he needs pistons and rings.
I would not overbore just to go bigger, only when needed.

Sorry, He just wants to spend the money on the motor. Suspension has already been addressed. Left off that he has a stiffer spring for rear swingarm, axis shocks with rezzies. He would like to get the most horsepower for the buck and alittle reliabilty. He runs C-12 in his raptor so fuel is not a problem. He is planning on port and polishing the head.

I would get a Cool Head and the Team Alba 400 Big Bore. I just ordered one for my 00 Banshee.

Basically with the added stroke you gain some cc's. and the long rod helps to take some of the stress off the crank.
When I do mine, I am going to have the domes cut for the stroker and run the pistons out of the cylinders. And of course have the porting done too. I believe with conservative porting on race gas I should be able to get about 75 hp or so. With a little more aggressive porting it should be up about 80-85. Just depends on how agressive your bro wants to get.
If I had about $3000 I would do the cheetah cylinders with the stroke. You get about a 421 out of it. I hear they run real good.
