an ORV safety certificate to ride at Silver lake

I'm 14 and someone said i needed a ORV safety certicate..... is this for real?

look... as long as i don't gotta spend over 20$ for it i'm cool with it...... otherwise screw it i'll w8 till im 16 right? 16 u don't need 1 when your 16
