Default Tri Z help

Hello. I have an 86 Tri Z 250 and last desert season I had a brand new top and bottom end put in it. Since then it hasn't ran. It will idle perfectly, but as soon as I take off and the power band kicks in, it dies like it is starved for fuel. I have taken it to numerous shops and tehy all say it's a jetting problem. But rejetting hasn't solved the problem either. I am getting fuel to the carb, and the fuel pump is working great. I'm confused.

Also, The line that connects to the bottom of the cylinder and that goes to the fulel pump is always full of fuel. I know there should be some in there, but it is flooded. And ideas. I took my bike out every desert trip last year and it never ran. I am seriously frustrated at this time. Any help or suggestions would be appreciated.
