Its doubtful thats its the timing....its not adjustable, its timed by a key in the dampener.
Its not a big deal to check the valve clearance, but most likely the mixture screw is misadjusted, or the needle is in the wrong position.
Is it totally stock? when does it hesitate, right off idle? any other symptoms....hard starting, missing, wont rev up, doesnt idle well...?
