Default 416 kit, ported and polished head dose this decrees the relyobility?

I am looking in to buying a 400ex, it says it has a 416 kit, ported and polished head. Will this decrease the reliability? How much more power will it provide?

Here is the add (I found it in the ex rider forums:
2000 400ex 1 year ago in March it received a 416 kit, ported and polished head, new plastic, seat & foam and Holeshot rear tires. I just installed a brand new battery and rear brake pads. This is my wife’s bike and we have decided to purchase a new home so she is willing to let it go for the home. It still has the stock exhaust but I'm a dealer for HMF and will supply a slip on or a complete pipe for dealer cost to the buyer. "Do Not Email And Ask How Much The Pipe Is I will only tell the price to a true potential buyer." Asking Price is $2750 OBO.

It is $3638.25 Canadian. That is so worth it man I would jump on that deal. Maybe I would I kind of don't have enough money at the moment but anyways, a 2000 400ex costing a little more than $3600 Canadian is one heck of a good deal. It's even got a 416 kit, etc. Seeing that your from Ontario, if you check out http://www.autotrader.ca you'll see that there are no 400ex's under $4000 Canadian.
