You can start by reading about carbs and now they work.
Heres some places to start.
jetting
carb 101

It depends on which circuit, is doing the fouling. If the idle circuit is doing the fouling, then changeing a mian jet wont have any effect.
You have four circuits in the carb, they can independantly be rich or lean, and not have much effect on the other circuits.
Is it only rich when wide open.....then its the main jet. If its fouling plugs while idleing or very low throttle openings, then a mixture screw adjust, might be all you need.
Have you done a compression check? It could be oil fouling. Usually a 4 stroke can be very rich and not foul plugs, provided there isnt oil in the burn.
Which conditions do the plugs foul at? Idleing, 1/2 throttle, or wide open? Once you figure the conditions that cause the plug to foul, then I can help you figure out what to do.

well the thing is i have tried to single it out but when i run full throttle and then stop it wont start again becuase the plug is fouled. if i ride it normally and then stop it wont start up again becuase the plug is fouled. but when it is idleing it doesnt seem to foul plugs as often.. so i guess it is fouling between half and full throttle. does that help any i really would like to fix this i have been wortking on it for about a month and a half.

Are you buring any oil? Have you done a compression test yet?
Is the motor stock.....exhaust and air filter and air box?
Either its grossly rich, or youre buring oil.
Try running with the air box lid off, this will lean it out, and see if that helps. If it doesnt help then youre probably burning oil.
If its burning oil, you got two choices...rebuild the motor, or run a hotter plug.
