Because the transmission is still using the same gearing you started with. You need to reclutch if you want a top speed increase. You really need to reclutch anyway to take advantage of the power increases.

I bet if you change it to an 800cc you will still get the same results.

Go up one tooth in the front, or drop a couple in the back. Or you can change your tire size, either way you will gain top speed, but will loose on the bottom.
