Default carb floats

Hi. I have an 02' blaster and i think that the carb floats need to be adjusted. When I am riding at full throttle the engine doesnt have the power that it is supposed to. It doesnt really bog out and die it just just stops reving and i can hold it wide open and it just doesnt have the power that it usually does. But if i am riding and then turn the gas off while i am at full throttle it starts to gain power after about 5-10 seconds because the excess gas in the float bowl starts to burn off. So it will run good for about 15 seconds or less until it doesnt have enough gas in the float bowl and then it will stall. Does this mean that I have to adjust the floats so there is not as much gas in the float bowl.I know it is not any jetting problems because the carb is jetted perfectly and there is no dirt or anything in it.
