In WV you can :
You can ride on any road that dosent have a center line.
You can ride on the side of a center lined two lane road for up to 10 miles.
4 lane roads are off limits.
But no passengers are allowed and if youre under 18 you have to wear a helmet.
Dont need any insurance or license plates or anything like that.
That is state law.
Some towns ban ATV's and some welcome them.

well, maybe in rural areas, but not in or near Vegas... Ive been to the DMV many times attempting to get mine legalized

Some cities in NOrhtern Minnesota allow it It is legal but not advised. Authorities to ride as little as possible and stay off of the main streets.....Some county roads are open to atv travel....some are closed just the same...one can usualy get away with just about anything as long as they are riding sanely...having lights on and being on the shoulder or in ditch so far has proven to be fool proof for me as far as staying out of trouble.

Utah lets each city determine for itself whether or not ATVs are legal to operate on the highway. And several cities have city ordinances that allow ATVs to operate on all roadways, while other cities have city ordinances that allow ATVs to operate on roadways that are specifically marked for ATVs. An example of the former is Richfield, UT, where ATVs can operate on any road. I have ridden a DS 650 with no headlight or tail light, no front fenders, racing numberplates, and an un-spark-arrested HMF exhaust down mainstreet from one end of Richfield to the other (about six miles I would guess). At one stop light I was stopped in the slow lane and had a Utah Highway Patrol cruiser pull up next to me in the fast lane. When I looked over at the patrolman he just waved at me and smiled. An example of the later would be Hurricane, UT, where I rode a V-Force with a Muzzy exhaust across town to a carwash and back after competing in a mud pit race at an ATV rodeo.

i live in utah and i call bs you named two of the most redneck towns in utah it's not that is legal it's just that they don't care. to be " legal" you would have to have all the lights and registation and insurance since all vehichles operated on any road in the state of utah is required to have it
