When u responded to my post.. u gave good info.. can ya just tell me how to loosen it/clean it? or disable it? thx.

to disable it just unhook the wires from the perch..

will that solve the problem of me not being able to ride it if it is the parking brake?

your problem is.. at the back.. where the cable attaches push that inward..
