Maybe a small sport/utility. Something like a Kawasaki Bayou 250 or a Honda Recon. They are a little underpowered compared to the 250ex sport quads. I dont know a whole lot about growing up into stages, first thing I ever rode was my dads Honda 350x 3 wheeler when I was 6 or 7 and pretty much learned from there. A few years later he bought me an atc185s.

MY FIRST FOURWHEELER WAS A BEARTRACKER WHEN I WAS 8 it was great yea there is a throtle restricter easy to use.. I would get him the 250 bruin there nicer then beartrackers besides the fast they dont make beartrackers anymore.. and it has a auto clutch 5 up great to lean on! from there you can go clutch or auto really a great starter!

He seems of decent size. Im sure that would be fine but you probably could find somthing with more future potential to it. if that 250ex has throttle limiter screw that would definatly be a good choice. Somthing like that he can ride it now, as he gets better it will grow to his experience as you let the screw back out and when he has mastered the stock machine theres room for some aftermarket christmas presents in the engine department and plenty of things like hand guards to keep him busy over the next few years.
I have a friend with a recon250 (basically same laterally mounted 250 honda engine) and its got a nice smooth powerband for a beginner. No real snap but consistent power and very forgiving for being in the wrong gear. I dont know if the 250ex has a manual clutch or if you have to get the kit but i think its semi auto like the recon. size and power wise i think its the right direction. Most kids at that age catch on really quick. thats just the point in your development where your body and mind are deciding what they are going to become good at and if he rides regularly he should expand his skills at a real quick rate.
The full manual clutch kit is i think under 100 bucks so thats more room for him to advance even if the throttle screw isnt all the way out. if he's 5 foot and 110 lbs that shouldnt be too big for him. when I was 12 or 13 I was 145lbs and 5'somthing and I was riding my polaris 325 which is a lot bigger and heavier then a 250ex.
I learned with the polaris that room for modification is definatly somthing to look for when you purchase an ATV. most people into riding want to change things up a bit as they continue to ride.
