It sounds like your parking brake rev limiter (either on or stuck switch).

It sounds like you have something in one of your jets. I had the same problem with my XR250 that I had. It would start fine and idle all day but as soon as I gave it gas it would bog and sputter. My friend had the same problem with his bike. I would chek the parking brake switch first as sixsixT said. If it's not that I bet it's a clogged jet.

I don't know about the parking brake, but to clean the jets you'll have to take the carbs off and then take them apart to check the jets. Hold the jets up to a light and look for something blocking it. I usually just usen use an airhose to blow out any blockages.

The switch plugs in to the top of your clutch perch. You can remove it by taking a small screw driver and pressing down on the tab while you pull out on it. Then check and make sure the little rod that sticks out of the end goes in and out freely. You could check the wires with an ohm meter to see if it's working also. Or you could just engage and release the p-brake a half dozen times and see if that doesn't make it work properly.
