Yes and no. Air/oil cooled engines are in a milder state of tune from the get go, and they generally don't have 4 valve dohc heads either. Milder tune and less moving parts usually equals more reliablility. On the other hand, you don't see many cars that are air cooled anymore.

VW used to use a lot of air-cooled engines. that has pretty much gone away, i can't recall a car manufacturer that uses an air cooled angine anymore.
as far as reliability, it is true that air cooled engines are more reliable, less parts to break down, etc. BUT, they are tuned on the mild side because of the range of operating temperatures. Liquid cooling puts the engine at one set operating temp, so the carb can be tuned a little better to get more power out of it.
